Where Millionaires Are Moving in 2026: What the Henley Wealth Migration Report Shows

As of 6 November 2026.

The short answer. Henley & Partners' Private Wealth Migration Report 2026, published on 16 June 2026, does not rank countries by how many millionaires they gain or lose. It scores them instead. On its new Wealth Mobility Competitiveness Score, out of 100, the United Arab Emirates scores 85.3, which Henley describes as one of the highest in the framework. Among the countries Henley names as leaders, Singapore scores 79.5 and New Zealand 75.8.

Key facts from the report

  • Henley says the report deliberately moves beyond a simple inflow and outflow ranking table.
  • The scores come from Henley's new Global Wealth Mobility Framework.
  • As reported by Euronews, Henley says its figures indicate broad trends rather than exact counts.
  • In the first five months of 2026, Henley received applications from 86 nationalities across 47 investment migration programmes. More than 28% of applicants live outside their country of nationality.

How the countries score

The table below uses the scores published by Henley & Partners in June 2026. A higher score means a country is rated as more attractive to mobile wealth. Henley groups Germany, Norway, the UK, South Korea and France as "under pressure", and Brazil, China, Russia, India, Iran, Lebanon and Nigeria as facing structural challenges.

The UAE: interest is rising

According to Henley, enquiries from people based in the UAE rose by 41% between the fourth quarter of 2025 and the first quarter of 2026. Applications for alternative residence or citizenship from the same group rose by 29% over that period.

The United States: applications from Americans

Henley says applications from US nationals doubled in 2025 compared with 2024 and remain elevated in 2026. It says only 7% of them come from Americans who already live abroad. The United States scores 62.3 in the framework.

The UK, Germany and France: ground lost to rivals

Henley reports that applications from people with a UK address rose by 15% between 2024 and 2025, and that foreign nationals account for 53% of applications from UK addresses so far in 2026. As reported by Euronews, enquiries from German nationals rose by 16% between late 2025 and early 2026, and France moved from the top 40 source nationalities in 2024 to the top 15 in 2026. Henley says Germany and France have not become unattractive but have lost ground as rival destinations strengthened. How to read this kind of report

  • A score is a rating built by the publisher, not a count of people who moved.
  • Several of the figures describe enquiries and applications received by Henley & Partners itself, so they reflect its own client base.
  • Enquiries and applications are not completed moves.
